- This report was prepared by the Office of Assistant Secretary for Health and Scientific Affairs, DHEW to send to Congress in June 1971. The 1970 Public Health Service Act (Sec. 799A) required the Secretary to submit a report "identifying the major problems associated with licensure, certification, and other qualifications for practice or employment of health personnel." The report covers a broad range of topics but includes in Appendix B a brief overview of the PA profession. This report surfaced at the same time that model legislation was being developed for the PA profession.
