  • Letter dated September 24, 1969 from Dr. Estes to Dr. Kinney at Duke indicating that a conference [the second Duke conference] would be held on the 26th of October to "discuss the various alternate ways of handling problems of defining the legal status of new health manpower categories." Dr. Estes states that Ms. Martha Ballenger, a recent graduate of the University of Virginia Law School, would put together a brief summary of the pros and cons of several alternate pathways. Ms. Ballenger sent letter to Dr. Kinney date October 9, 1969 with enclosed "informational paper" that Dr. Estes wrote about earlier. The attached informational manuscript contains the following subheadings: The Status Quo, Licensing PAs as a New Category, License Practitioners using PAs, and Establish Committee on Health Manpower Innovations.
