  • This final report compiled by Jane Cassels Record, Project Director, Kaiser Foundation Health Services Center, for the DHEW (contract No. 231-76-0601) describes a series of studies conducted from August 1975 to October 1976 to determine the cost effectiveness of PAs in a health maintenance organization (HMO). The report describes a maximum-substitution model developed by a panel of experts, problems in adapting the model to pull information from the Research Centers patient database, the results of empirical information to estimate cost effectiveness of PAs and the evaluation of the results. A savings of 15% for primary outpatient care for adults could be realized under favorable conditions. This was one of the first empirical studies of the cost effectiveness of PAs within a "closed system."
