  • This position paper produced by the Association of the North Carolina Regional Medical Program in 1969 provides background information about the growing crisis in health manpower during the 1950's, national and state health manpower statistics, the rationale for meeting the demand with "para-medical personnel," the emergence of the PA concept and rationale for using ex-military health service personnel as a pool of candidates for training, and a detailed description of the beginnings of the Duke University PA Program. The paper draws comparisons between different PA and nurse practitioner training models, scope of practice and utilization. Early studies are cited to evaluate patient and physician acceptance of PA graduates, the cost of training PAs, legal issues and attempts to develop model legislation. The paper cites 46 early references on health manpower issues and the evolution of the physician assistant and nurse practitioner concepts.
